There’s, unfortunately, no way for apps to detect this and warn the user. Try to close some of your other menu bar apps. When the menu bar grows too large, macOS hides overflowing items, so UTC Time might have been hidden. When I bring that up, the single clock widget refreshes to the current time and starts working again. I also have a Smart Stack widget that has 4 clocks in it.

You have a choice of one clock or four and this is fixed. Which made me think of a feature request for Clocker.and as it happens there's a very handy feedback form built right into the About section of Clocker's preferences. Select Clock on the left and there are two types of widget, City and World Clock. Invaluable, and much handier than having to go to websites to figure out the time conversions (though such websites can still be plenty handy for greater detail, including determining the time offset from UTC, since some people will say an event is happening at, say, 8 AM Singapore time and others will say it's happening at 0800 UTC 8). Alternatively, you can right-click on any widget and choose the Edit Widgets button to get to the widget editing screen.
